Introducing Tabs

An early Tabs component for organizing related content into separate panels.

Introduced the first version of Tabs. This release establishes the component for interfaces that switch between related views; its API is at an early stage.

The initial component provides the foundation for a tab list and its associated panels, giving teams a shared interaction and layout primitive instead of repeating selection state and panel wiring in each product surface. The API remains intentionally early while the component continues to mature.
