Actionbar component
Keep contextual actions at the edge of a container with Actionbar, plus correct Sidebar and FilterBar layouts in server HTML.

- Added Actionbar for contextual actions, with floating and docked variants, keyboard navigation and inline confirmation.
Improvements
- Rendered the correct Sidebar and FilterBar layouts in server HTML, so the first paint matches the viewport.
Bug fixes
- Fixed HoverHighlight measuring rows at the wrong size, which keeps the Select and DropdownMenu highlight at the full option width.
- Fixed the clear button losing visibility on
fillfields.
